In Offshore/onshore scenario as the client is not available with us its very difficult to get the priorities defined from him.
Most of the time the team works on the ticket identifying the priorities on its own.
How do I solve this issue?

First is to have a discussion with the client on this. Need to educate him about the same.
Make him understand that if he would give the priorities, then only we will be able to get the maximum business value for him. Its very important for client to get involved in prioritizing as he knows his business best.

Rest of options as stated by Raj can be tried.
Like:
1. Having product owner aligned for the project
2. Shadow product owner [at our end either manager/ scrum master takes this responsibility]
3. Team sends list of things and asking for priority in advance.
4. Reminding client to give priority

But again its really important for the customer to be involved in setting priorities.

Agile recommend product owner to be available whenever require(scrum/scrumban/kanban). If not it is very difficult to execute ceremonies.

However, considering the situation I would recommend the following options

Option 1: Client should align shadow product owner on his absent so that he/she can confirm on what needs to be taken up as priority. If no one, then PM/TL / senior resource can plan and take a control on it (who knows the system).

Option 2: Team can share the priority list for week upfront and mention if there is no priority change they can work as they mentioned.
