How do we want the Uncollected TOD service in t.c. to work

2. Talk to OPR to fetch the coupon in order to get the CTR reference (might be able to skip this step).
3. Talk to OPR to check if it has been collected or not (PrintStatus "2" means read to print and thus uncollected).
4. Talk to OPR to do refund.
5. Check if it was successful and add to report.
6. Produce report and send.
