Fortin - Soulie element in FEniCS

I would like to use Fortin - Soulie element in 2D for some numerical tests. It can be seen as a second order analogy of Crouzeix-Raviart element. The original paper, https://onlinelibrary.wiley.com/doi/abs/10.1002/nme.1620190405 describes this element and conforming P2 element plus a special bubble function that is zero at the Gauss points on the triangle edges. Is there a possibility of implementing this finite element in some simple/high(er) level way in FEniCS? (The only way I am able to see right now is to add this finite element to FIAT but that is way over my current skills.)
